[toaster] spf check failed

Hello,

I install Qmail Toaster from http://www.shupp.org/toaster/, and 
qmail-toaster-0.8.3.patch.bz2
is also installed, I already set /var/qmail/control/spfbehavior to 3, 
but qmail didn't reject any email
that have no spf records.
Please help.
