After a similar server migration i had the same problem...

I noticed that the rcpthosts.cdb file was not rebuilt. I managed to solve
this by creating a new, fake, virtualdomain like test.com or something and
after that all the logins were working ok. Well, in my case, i changed the
paths to the domains directory, that's how i noticed that the .cdb files
are not rebuilt.
