vmoduser -p domain_name  --- turns of pop3 access for all users
vmoduser -x domain_name  --- clears the blocking flag for all users

Note to self: Find out how these work. Do they set a domain level flag, or the flag for all users. If it affects the flag on all users doing this will turn off blocking on any users that had it before.
