You can disable smtp-auth for all your users with ~vpopmail/bin/vmoduser -s <domain> (do this for each domain). Then, set smtp-auth to OFF for all new users by uncommenting "disable_smtp" in ~vpopmail/etc/vlimits.default. This way, you can enable smtp-auth for specific users only if you wish.
