[toaster] vpopmail

What is the purpose of this line 
 
(cd ~vpopmail/etc ; tcprules tcp.smtp.cdb tcp.smtp.tmp < tcp.smtp)
 
how is it supposeed to implement. the directions are confusing here.
is it executed w/ the parenthes or with out. Or is it put in the  
~vpopmail/etc/tcp.smtp file.
 
Also is the  QMAILQUEUE environment variable set to call simscan?
