This assumes you are not running the toaster popd from xinetd.

I don't have a RedHat 8 box to check, but on my RedHat 7.2 system, look in the file /etc/xinetd.d/pop3 and make sure you see a line with:

disable = yes

I think that would make sure it's not running.

Also, if you shut down all of the toaster processes and you can still telnet to port 110 it's a good indication something else is snagging that port.
