I did not submit a patch because I could not get `tmux splitw -c 
'#{pane_current_path}'` to work properly on Cygwin. I'd love to say that the 
patch submitted by J Raynor worked for me though, but I'm still always getting 
new panes/windows opening at `~`. I git-pulled the latest master branch this 
morning and did a `./autogen.sh`, `./configure`, then `make -j && make 
install`. Am I missing some configuration step to get the ` -c start-directory` 
functionality working?

no but i told him to just hack configure.ac to build
osdep-linux.c. anyway if it works for you that's fine
