For the information part that would be ok, but from a downstream packagers
perspective it is easiest if there is a dedicated file where only the
copyright information is bundled. Most binary packaging formats have a
specific file which can be included verbatim for this exact license information.
Providing a single file allows to pass e.g. COPYING to the packaging system
and be done with it. Sticking to a common default like COPYING does make
the life of distribution packagers as easy as possible.
