I presume that TERM=linux here when at the console?  That being the case,
that term has no entries for using arrow keys with control, so you're out of
luck, I'm afraid, as tmux isn't going to recognise them.  Likewise other
modifier keys such as Alt aren't going to work for similar reasons.
