That's a case of "bad manual wording".

The response to each prompt is stored and substituted into the command:
%1 for the first prompt, %2 for the second etc. the command is executed
once all the prompts have been used.

Forget that, I just understood (finally) the manual item re.
"command-prompt", which even contains the word "response".
