This sounds suspiciously like my proposal from 2024: https://datatracker.ietf.org/doc/html/draft-pwouters-crypto-current-practices-00 and specifically Section 4 "Code Points versus RFCs" :) Unfortunately, people with an algorithm wanted an RFC (and some of those then wanted for others to not have an RFC). And so this strategy failed to gain consensus. And obviously, applying such a policy now mid-way into the process while some have gotten an RFC and others haven't yet, application of such a policy for this round of algorthm updates seems to be too late.
