Sure, but a published RFC signals that the specification is finally
stable enough to publish the final versioned I-D as an RFC.

The opening sentence of the introduction could I think be more natural
(less stilted) if changed from:
FIPS 203 (ML-KEM) {{FIPS203}} is a FIPS standard for
post-quantum {{RFC9794}} key establishment via a lattice-based
key encapsulation mechanism (KEM).
to something along the lines of:
ML-KEM {{FIPS203}} is a lattice-based post-quantum {{RFC9794}}
key encapsulation mechanism (KEM).
