Considerations to have a lot of overlap in what they talk about.
I think that could be consolidated by moving and merging all but the last
paragraph of the Security Considerations to Section 1, and leave the Security
Considerations to talk about security considerations _when implementing this
draft_ (I personally prefer the more detailed text in the Security
Considerations
over the Section 1 text describing the same issues but I'm fine with whatever
works)
