Your interpretation of the rules is at odds with my interpretation
and (I think) that of every IETF participant with whom I've interacted
since I started being involved in the IETF (in late 1995).

So, my take is that you really are requesting something that's not in
the gift of any normal WG to grant you and you really ought take this
up as some form of proposal to gendispatch. You might consider such a
proposal as a mere clarification of what's already stated/implied but
I suspect nobody else will. It'd be interesting to see, and might be
more efficient for all concerned than you fighting this "battle" over
and over in multiple WGs.
