After discussion with Paul (AD) and IANA folks, we agreed it would be "cleaner" 
for this draft that updates the TLS registries to also be on the standards 
track.

The other major change is that I worked with IANA to clarify the considerations 
section so that there are no ambiguities for anyone. The diff URL, below, shows 
the new text.

Because of the first change, I think this should have another brief WGLC as it 
went from informational->standards track.  Chairs, can you do that?
