I was about to say there is a rule file but I noticed the one I used was posted to the mailing list in the run up to the contest two years ago.

For as far as I saw in the contest it did the multipliers calculations correctly, including HQ stations. But in the heat of chasing stations I didn't check the calculations after each qso.
