I think so, for some definition of Open Source. I don't know of a public source repository and the license text of the program installer states it is free software but doesn't reference a specific license. Looking at my installation of N1MM+ in my .wine directory I found no license document. To my knowledge N1MM+ is only distributed in binary form.
