...The output of some relays may be 'open collector' - that means it
requires a pullup resistor. If you're not getting a variable output be sure
to try attaching a 10K pullup between the signal and power pins...
This means that if you periodically read the input of your Tmote, it should
work (see "Notification-Based Scalar I/O" and "notify" interface).
In any case, as you can see in the tutorial, you can test the PIR sensor
even without a microcontroller, just to eliminate the possibility that your
sensor is damaged, or wrongly calibrated.
