The value actually changes in time (at least on TMote Sky platform), so I
would not call it constant.
Definitely voltage != remaining charge, but this is all you can get easily.
The charge can be estimated but it's not easy because batteries differ a
lot. Naturally they have various capacities, but also they may be optimised
for constant low current or bursty consumption, so some monitoring of the
actual load may be needed.
