That explains your problems. Your sources.list indicates that you are on
Ubuntu 9.10 (Karmic Koala), which has reached its end of life.

My suggestion would be to upgrade to Ubuntu 10.04 per the instructions
found here: https://help.ubuntu.com/community/LucidUpgrades

If that's not possible, you can use a virtual machine to install a recent
version of Ubuntu and use it with TinyOS. You might also be able to
download an Ubuntu appliance from sites like
http://virtualboximages.com/VirtualBox+Ubuntu+Client+VDIs.
