It's probably BSL version mismatch:

"MSP430 Bootstrap Loader Version: 1.39-telos-8" vs. "Current bootstraploader version: 1.61 (Device ID: f16c)"

I'm not good with BSL, but there is an option to use custom .txt files(provided by TI) with tos-bsl. You should use the proper one thatmatches your HW.

Hmmm, looks like a hardware problem, have you tried with anothertelosb mote and/or another USB portor system?
