You can use google forms to send data to sheets and then use something like the widget I made to pull that data from sheets.
The way that I made it work with TWederation is to have a tiddler that has a known set of fields, then I used the action-submitform widget I made to send that tiddler to google sheets. You can use this to do what you are talking about where students could fill in a from and save a tiddler locally then submit it whenever they are online and it is convenient. Then the teacher or whoever is going to be looking at what is submitted could either just use google sheets, or use the action-getdata widget I linked to before to pull the submitted data off of google sheets and create tiddlers using it.
