I have tried to reproduce the problem you have, using win7 ff33 - but I 
only have a c: drive,
so I tried

file:///c:/data/tw2014/TW-Images/paleo_dad.png

where the hosting tiddler is in 

  file:///c:/data/tw2014.

with this I got a relative link:

./tw2014/TW-Images/paleo_dad.jpg

- so I don't really know what can be the problem - what is the version of 
tiddlyclip you are using??
