I went ahead and implemented it because (a) it's a very nice way to navigate certain types of data and (b) the strong belief that at least one core modification was needed before it could be done. The issue is that if one goes to http://tiddlywiki.com/prerelease#TableOfContentsMacro%20Tabbed%20Example and clicks on "HelloThere", and then the heading "Discover TiddlyWiki", then one loses the white highlight in the table of contents.
