Understood. WHY, I don't know. You need someone more technically  equipped 
than me to answer that.
BUT, what I DO know is that some plugins/addons need TWO refresh cycles to 
begin to work properly. 
Usually that seems related to some "remote dependence" the plugin invokes. 
A case in point is the Official Twitter plugin. In practice I don't think 
the impact is negative on end-users.

Just my naive thoughts!
