That Tiddler refers to handling the updating of the stream-list field in the parent when a child node is manually renamed. This is already implemented using Relink, therefore you won't find this on the Roadmap.
As Tony mentions, from a Streams point of view there is no need to rename child nodes when the parent is updated.
