Have you tried the freelinks plugin? Its in the standard plugins

It will go a long way to doing this. Whilst active it turns any valid 
tiddlername mentioned in a tiddlers text to a link to that will open the 
tiddler.

You could use the Bimlases highlight searched text plugin
https://bimlas.gitlab.io/tw5-highlight-searched-text/

This would allow you to see on screen everywhere "mackarel" is in use, then 
add a new tiddler called mackarel such that it will become a link using 
freelinks.

Some discussion has being had to see if we could then alter the wikitext of 
tiddlers containing mackarel to transform it into a permanent link 
[[mackarel]] however you can do it manually, but do you need to if 
free-links is available. Also a search text contains mackarel should always 
work.
