As Tony notes, you must have used that field name previously, *and *it must
have values set, in order for it to list the values for that field. Have
you? There is no way to tell from your picture. What do you get if you put
this in a tiddler:
<$list filter="[has[gesetz]]">
<$link/> - {{!!gesetz}}<br>
</$list>
