You're right. It would be desirable to *distinguish *user levels clearly. What I mean is to identify levels where each level only adds a limited set of tools. Even the most basic level would be sufficient for some and they should not see any other stuff unless they look for it. And if they look for it, they should first see the next level, not the next-next level. This is mainly a *documentation* matter.
