Hi Tommy,
This is one solution:
 Click one of the chapters say "Chapter 1 -Stuff" and open it
 In the open tiddler, on the tag wrapper row click the "TableOfContents" tag
 Reorder the items by drag and drop

There are methods, but I see this is the simple one.
