Mohammad, I can't take credit for Jan's idea, but I believe that using this it is possible to create a plugin library without having to do anything outside of a browser aside from putting the php script wherever it is needed.
I am not familiar enough with the non-git apis that GitHub supports to know if you could use this with GitHub.
