And mor important is compatibility with the National Database for
Accredited qualifications. The functional skills should be compatible
with National occupational standards at the equivalent levels. Also
there is talk of a European framework which seems likely to be based on
the existing NDAQ as far as I can tell so if Pilots starts out in that
way its going to make life easier in the long term. Also gives
competitive advantage in the UK over things like LPI, RH etc which are
not at all compatible with NDAQ.

I think that would be a good idea. You might even just start at Silver,
you don't have to have a bronze if you assumed say the INGOT bronze was
a good enough starting point for Silver.
