It's not really on topic here. We test what gets built. Debating what gets built is over on devel@ . The Change for this was https://fedoraproject.org/wiki/Changes/Anaconda_As_Native_Wayland_Application , which has all the explanation and planning in it. For the installer, RDP seems like a perfectly good functional replacement for VNC, to me.
