As feedback on this was mostly positive, I went ahead and did the work. The PR for the Greenwave policy has been merged already, as that does not in itself cause any actual behaviour change: https://pagure.io/fedora-infra/ansible/pull-request/349 The PR for Bodhi is here: https://github.com/fedora-infra/bodhi/pull/4180 merging that *would* cause the proposal to be implemented, and start gating updates. Please yell if you think this isn't ready yet and you didn't yell already, or you see any issues in the practical implementation.
