I agree with the proposal.

I'd rather see a 'how to create a private mirror' step by step recipe,
to incentivize more people to have a local mirror. I've read this, but
almost immediately get lost:

I could help do some of the technical writing and testing; and once
there's ready to go content I'm willing to bet we can get someone from
Docs Team to put it in an appropriate format and venue for
