This is https://bugzilla.redhat.com/show_bug.cgi?id=1533717 originally filed on 2018-01-11. Additional comments that this breaks not only rawhide are clearly appriopriate. The bug description also includes suggested fix which does not require a deactivation of an offending module. Besides thoroughly breaking man this module does few other things too.
