The wifi firmware isn't installed. Package
linux-firmware-20160204-61.git91d5dd13.fc24.noarch is installed, and
yet somehow the subpackage (?)
iwl7260-firmware-25.30.13.0-62.fc24.noarch.rpm is not installed. Once
installed, the the ldconfig error goes away, the rfkill failures
remain and appear to be selinux related. There are AVC write denials
in the journal, which aren't found with 'ausearch -m AVC'
