The wifi firmware isn't installed. Package linux-firmware-20160204-61.git91d5dd13.fc24.noarch is installed, and yet somehow the subpackage (?) iwl7260-firmware-25.30.13.0-62.fc24.noarch.rpm is not installed. Once installed, the the ldconfig error goes away, the rfkill failures remain and appear to be selinux related.
