Since the kernel and UEFI firmware are bug free, yes efibootmgr should be safe. But in case you find more time you might look at: https://bugzilla.redhat.com/show_bug.cgi?id=975537 and this comment lists other bugs that might be related (tagged against anaconda and efibootmgr): https://bugzilla.redhat.com/show_bug.cgi?id=975537#c25 So it seems there are some problems with some firmwares and/or some kernels modifying NVRAM.
