Possibly a more constructive question is whether this is a bug that
should be filed against Gnome3 or clawsmail or both?

Two issues I can see ... why is clawsmail trying to open a window in
the second workspace ... especially if the first is empty?
Also, is there a Gnome3 mechanism in place to prevent/indicate when
applications that don't open up on the current workspace?
