systemd and prefdm issue

When testing reboots today, systemd (8-3) is no longer starting prefdm.
It tries to start it a few tiomes and it doesn't start fast enough and
then it is given up on. I can go into a vt as root and run
systemctl start service
and gdm gets started.
I am not sure if I have something mucked up locally or if this is a relatively
new bug, as it was working OK recently.
