Hi, the commands mentioned in README are very simple that can be replaced by other windows program (e.g. unpacking) or by gnuwin32 tools. If you can not do it by yourself, that I really suggest you invest your time to something else. You will face much more difficult tasks e.g. as far as i know nobody was able to build tesseract on windows with gnu tools.
