Vim has a '-Z' option enabling 'restricted mode':

-Z      Restricted mode.  All commands that make use of an
        external shell are disabled.  This includes suspending
        with CTRL-Z, ":sh", filtering, etc.

This option may also be available in other Vi flavors.
