No, he's not.  UCITA is not a substantial threat to free software at
all.  If anything, UCITA would _strengthen_ the GPL.

I oppose UCITA, but not for its provisions related to software.  As
far as copyright issues go, UCITA mainly ratifies current decisional
law.
