Try 'man (heh) hdparm'.
The -y switch looks like what you want. -S and -C also look interesting.
However, this is an ide command, but there is this at the end:
Although this utility is intended primarily for use with
regular hard disk devices, several of the options are also
valid (and permitted) for use with scsi hard disk devices.
So, check it out, and maybe it works enough with scsi.
