XF86Setup uses the VGA16 server which does just that -- 640x480 @ 16
colors -- if you don't need colors, it'll probably be fine for you ;-)

That won't work, because the config will be for the VGA16 server und you'd

Maybe you could give the 3.9 betas a try. It is possible that they have
better support for the Neomagic (guessing here).
