The plan for dealing with any fallout is to flip the setting back to True, and file a bug report against launchpad (and likely alert myself & Guruprasad L). This change has passed all unit tests, integration testing on qastaging, and has been tested to publish primary and ppa archives. The likely fallout is from unforseen clients only. And there the judgement call needs to be made to transition those from i18n/Index to InRelease (the latter has been there forever enough, containing all needed information for a long time now).
