Launchpad has a ~launchpad-buildd-admins team which grants certain privileges around changing build scores, adjusting build privileges on e.g. PPAs, and administration of the builders themselves.

Because the Launchpad build farm was initially used and maintained mainly by Ubuntu, that team is under the Ubuntu hierarchy, owned by ~techboard. But the build farm now does a lot more than the distro, and it's operated by a combination of Canonical's IS and Launchpad teams.

On this basis, the Launchpad team would like the ownership of ~launchpad-buildd-admins to be transferred to ~commercial-admins, where the rest of the Launchpad operational teams live.

We don't necessarily need to remove ~techboard as a member, but it also doesn't seem obviously necessary to leave a non-operational team as a member of this operations-focused highly privileged team. If individual TB members do happen to exercise privileges granted by the team, we're happy to look at adding them as direct members.
