I've created the packageset now for all supported series.

Also, I don't think ubuntu-kernel-dkms-uploaders is the proper owner for the
packageset, all other packagesets are owned by either the DMB or
~ubuntu-archive.  I don't think we want the members of
ubuntu-kernel-dkms-uploaders to decide for themselves which packages they
are allowed to upload.  I've made this packageset owned by the DMB and added
ubuntu-kernel-dkms-uploaders to the ACL, which I believe was the intent.
