Hello,

The Ubuntu Developer Membership Board voted today[1] to grant upload
permissions for the lubuntu packageset to ~lubuntu-dev. In order to put
this into effect, we need a few changes done to Launchpad ACLs to ensure
the right people can grant upload permissions.

The goal in establishing this team is to model it after ~kubuntu-dev.
Therefore, we are requesting the following Launchpad ACL changes take place:
 - Create a ~lubuntu-dev-owner team and make ~lubuntu-council and
~developer-membership-board the initial members. These two members
should be administrators.
 - Transfer ownership of the ~lubuntu-dev team from ~gilir to
~lubuntu-dev-owner.
