Hi, Operating systems that have RAM limits are trying to force you to pay more money. Windows 7's RAM limits are artificially imposed, and serves as a salient example of why freedomless software should be avoided.
RAM limits under Linux are the same as the physical hardware limitations. These usually stem from the motherboard and chipset, not the operating system. Please check the documentation on the system you're going to purchase. An unhelpful answer to your question would be "256 terabytes", but you won't find hardware that actually supports that.
